A firing operation is a back fire. It burns fuel under a fire fighter controlled operation so that the front of the uncontrolled part of the fire puts itself out when it reaches the areas that have already been burned. It's a tactic that is used only under the right conditions and in areas that cannot be bulldozed or cleared by hand. Hand crews use hand tools to prep and contain the controlled fire, but in a safe way so that the back burn proceeds slowly and safely.
