What a relief that must be for the local residents within the closure boundaries. USFS and Cal Fire can't risk another fire in CA, never mind in Big Sur.
If I read this correctly, the road closure(s) appear to be specific to motorized vehicles. Does this suggest that foot or bicycle traffic may be permitted?
WIth the distance you'd have to travel from wherever you parked your vehicle it would be an unpleasant ride/walk with the 1st local car/truck driving by you and shrouding you in the 6" fine dust on the road! There's better places for sure & probably better for your respiratory health!
