How to increase public participation? Increase mike time to 3.5 minutes? Expand email limits from 250 words to 275?

Bureaucrats and politicians don' need no public input; they just want to indoctrinate, let the public blow off steam to claim they are democratic, and forget what the troublemakers said.

I may sound cynical, but it comes from decades of experience on both sides of the barrier between public savants and the unwashed multitudes.
