  • Looking forward to when hwy 1 will be open again. Looks like theirs a lot of work ahead.
    It’s amazing what they have done so far.

  • I tried to be too brief. By "theoretical foundation" I meant the engineering principles behind the design and (pardon the expression) execution. That is, exactly what features does the design have that warrants the expenditure (how much, overall?), and what is the useful life of the project? Before factors that could or would figure into another failure?
