  -- Agenda items include sorting out cell phone coverage issues, establishing a local group — tentatively known as the Big Sur Byway Committee — to address traffic issues, and discussing the Caltrans Big Sur Transportation Demand Management Plan, which also seeks to address traffic problems. The meeting will also include reports by members of the California Coastal Commis-sion, the Big Sur Chamber of Commerce, the Coast Property Owners Association. Those attending are asked to park near the Big Sur Lodge and walk up the hill to the conference center. The lodge is located in Pfeiffer Big Sur State Park about 26 miles south of Carmel--
