It APPEARS that the toe of the fill (?) portion of the roadbed is compromised, presumably by wave action. The responsible agency should know whether or not such unconsolidated material meets structural standards. It also should have the results of the upper slope/cut rock materials and how close (a range of values) they are to potential failure due to gravity and resistance. Please correct me if I am wrong.
