Fuel temperature and diameter can reduce ignition time, the latter being the most important and subject to control. That means that hand pruners can remove all fuel that is subject to burning in the flame front. Dry weeds are the big problem. A friend with a steel house lost it because there was a wood porch and two inches of dead grass.
