WHAT ELSE? Come express your ideas and solutions. There will be an opportunity for each person to voice one concern and a solution. (Depending upon the size of the group we may be able to hear your second and third concern.) One goal of this meeting is to hear from the Southside locals what their main concerns are and to come up with a list of potential solutions. Meeting will be bilingual if requested.
The results of this meeting will be taken to the Unified Command.

Mud Creek Evaluation & Photos

If you were at the BSMAAC meeting, you heard me speak briefly to this, giving everyone my opinion that we are in it for the long haul, as in it is possible it may take a year. I base this opinion on several other decades-long residents’s opinions and observation. We also have seen the top of the slide, from a position up Willow Creek on San Martin Top. We have been watching it for months, and the whole mountain is giving way. I will try to make time to post some of the earlier photos and latest photos of this phenomena. Today, Cal Trans sent me Sara’s (she was at the meeting) evaluation of the situation. This will not be an easy fix. It is complex. It follows:

“The Mud Creek area is a volatile location with the conditions and expressions of landslide movement changing on a regular basis. We have been actively managing and maintaining a single lane through this location for 4 months. The conditions at this site have actually increased in activity over the last few weeks as is evident from the debris that is continuing to come down these slopes. The landmass is clearly moving in different ways at different times along this 0.4 miles stretch of the highway. The slopes above the roadway have been saturated and are slumping due to the extensive springs and seeps that have developed this winter. Fine grained material is being eroded and leaving large blocks of rock (greater than 10 feet in diameter) exposed which eventually become undermined and come hurtling down the mountain. We have worked below this active slope to remove the debris which lands on the roadbed and have been trying to maintain the existing roadbed width while it has been too unsafe to put equipment up on the slide.

Even though the rains have essentially stopped, activity on this slope has increased and more debris and large blocks of rock are moving down the mountain. With the increase in slope failure activity we have been forced to reduce the exposure of the public and the workers to these conditions. With all the erosion, there is currently overhanging debris and towers of rock exposed high above the roadway. It is actually not uncommon for slope activity to increase well into May. Large catastrophic landslides are definitely known to occur in the month of May well after the rain has stopped. For this reason we are not able to work the slope as we would like. Losing this access point on the coast has very large impacts to all stakeholders. We are currently in the process of setting up a large scale monitoring system that will help determine slope movement as well as working with USGS to review the movement that is occurring hundreds of feet above the roadway. With an understanding of whether the slope movement is slowing, dilating, increasing, or bulging, we will be in a better place to determine the safety at the site for people working on the slopes as well as people traveling along the roadbed.

Long-term solutions are being developed at this site but we have not been able to mobilize the drill rigs for the geotechnical investigation due the exposure to rock fall to the workers and large-scale landslide movement. Mud Creek is a series of landslides adjacent to each other with differing slide planes and rates of motion. As such, this complex of slides is the largest and most difficult situation that Caltrans has had to manage along the Big Sur Coast. Caltrans will continue to keep the public informed as solutions are explored both internally and with our partners at the USGS.”

One can see that the existing roadbed is fast disappearing. Trust me, Cal Trans is being pressured on all sides to get this open, and they are doing everything in their power to do so. It is not possible at the moment. The damage has been done and is only getting worse. Mistakes have been made, but blame doesn’t solve the problem. This is where we are, and this is where we must start to find solutions which will work. It will take significant further study, when it is safe. Not much can be done while the water continues to flow out of the mountain and it continues to fall.

This has been an historical summer (Soberanes Fire) and an unprecedented winter – one for the history books. It is a story our grandchildren will know and tell. We will sur-vive and we will become stronger as a community. We already have. We have witnessed amazing acts of kindness and community acting together in creative problem-solving ways. There are so many heroes it is hard to list them all. It is not over, but I have faith in who were are and what we can do. I am proud of us.

 

Convoys over Nacimiento, Tuesday, 5/16/17

PFEIFFER CANYON BRIDGE CONSTRUCTION MATERIALS ARRIVE NEXT WEEK

MONTEREY COUNTY – Caltrans will begin the process of delivering construction equipment and materials to the site of the demolished Pfeiffer Canyon Bridge on State Route 1 via Nacimiento-Fergusson Road from US Highway 101 on Tuesday, May 16.

These convoys will be escorted by the California Highway Patrol and will include intermittent full closures of Nacimiento-Fergusson Road from 8 am until 7 pm. Motorists wishing to travel east/west in the morning must do so before the first convoy begins.

Motorists will encounter delays during the movement of these four convoys westbound from 8 am to 10 am and 2 pm to 4 pm and eastbound from 11 am to 1 pm and from 5 pm to 7 pm. Motorists who wish to travel on Nacimiento-Fergusson road should be in vehicles not exceeding 30 feet in length and a weight of 15 tons.

These convoys will include about 50% of the rock and sand necessary to create concrete abutments for the new bridge. Future convoys will transport additional rock and sand, two mobile batch plants, two concrete boom pump trucks, vacuum trucks and rebar cages. Dates for these convoys will be announced at a later date.

The steel girders for the new bridge are currently being fabricated at a plant in Vallejo, CA. This $24 million project is expected to be open to the public in mid-September.

Caltrans reminds motorists to move over and slow down when driving through highway work zones.

· Mud Creek has three major issues: 1) a partial lane missing; 2) the slope/roadway is at an angle and 3) significant slide material is still coming down. Vehicles and local residents will need to use Nacimiento-Fergusson to exit south or clear the access times at Paul’s Slide.
·
Paul’s Slide (PM 21.6)—ACCESS FOR LOCAL RESIDENTS AND DELIVERY VEHICLES
ONLY.
Work on the slope continues. The targeted “public access” date of mid-June shows medium
probability with recent activity, public opening date could be pushed further out.

· 12:00PM Monday / Wednesday / Friday– A single caravan south and a single caravan north, you must be in line by noon! There may be up to 45 minute delay to clear the road before the opening.

· Delivery vehicles (Restriction is 30 feet maximum length and 50,000 lbs. maximum weight) can now use all access windows 7 days a week.

· Access times for the morning and evening are still the same except for Friday:

5:30AM to 6:00AM and 7:00PM to 7:30PM – Sat.-Thurs.

· Friday’s hours will be shortened to:

5:30AM – 8:00AM and 6:00PM to 7:30PM

· The noon opening will be for PAUL’S SLIDE ONLY, (NOT MUD CREEK); you will need to use Nacimiento-Fergusson Road to exit the coast.

Pfeiffer Canyon Bridge (PM 45.52)
The foundation pile for the abutment and wing walls was completed last week (north end) and the drilling contractor is currently mobilizing the south end to begin the foundation work there. The contractor has begun demolition of the original abutment on the north side and will be focusing on excavation, forming, placing rebar and pouring the new abutment #2 on the north side over the next few weeks.

Progress continues to take place but continued slide activity and lack of passage through Mud Creek could potentially push out public access date. Current public access date: Mid-to-late September.

Another update will be provided by mid-day Friday, May 12.

Trash Collecion updates

Good morning,
I want to give an update on trash collection in Big Sur.

Residential and Commercial Dumpsters
This past Friday, May 5 Waste Management sent the commercial truck to collect from residents and businesses. We collected 15 tons of material. WM is on an every other week pick up schedule for residents and businesses. The next pick up day will be Friday, May 19.

40 Yard Dumpsters
The 2-40 yard dumpsters are provided and serviced by Coastal Rolloff. Coastal Rolloff accesses the dumpsters from northbound Hwy 1 from San Luis Obispo. With the newest landslide occurring last week, Coastal was not able to empty the 40 yard Mill Creek dumpster on Friday, May 5. Coastal is only able to service 1-40 yard each Friday due to their driver availability.

The 40 yard dumpsters are located at Mill Creek and Vista Point. Both dumpsters are completely full. The dumpsters are getting abused in the sense that they are being overfilled, litter is left behind, and bulky items are being dropped into the containers. The dumpsters are strictly for the use of residential trash.

This Week
To address the full 40 yard dumpster issue, Waste Management will be taking an empty 25 yard covered dumpster on Wednesday, May 10 through Naci-Fergusson Rd and will be placed next to one of the existing 40 yard dumpsters, where there is room. We will do our best to service the 25 yard roll off container, until Coastal is able to empty the 40 yard dumpsters. Please let me know if you have questions.

Saga from the South Island of Big Sur, 5/5/17

This morning, this caravan showed up at the south end of the Bridge undoubtedly to cheers from all who saw. Sander Koning took this photo.

IMG_2435He asked me if they came through Mud Creek. I replied, “No” as I was told it was closed to all. Okay, they REALLY meant it was closed to all but the trucks that were bringing much needed equipment to the south end of the Bridge.They got all this equipment through this am, but when they tried to return, they were turned away. We meet 3 or 4 empty trucks coming up Nasty, while we were negotiating a downward route. When we got to the bottom, we saw more trucks coming north. I told Rock Knocker, maybe they were turned away from Mud Creek. Turns out they were. The turnouts were filled with some very long low boys, trailers, and the like. They had all had to be dropped in order to get the trucks back on the other side via Nasty. They were too long for this windy road. We saw a local in the parking lot of the school who had been watching the parade going south, and then watching the same trucks come north. At least they got the equipment and supplies delivered.

We are now the North Island and the South Island. North is between Paul’s Slide and the bridge. South is between Paul’s Slide and Mud Creek. Just like New Zealand, two distinct islands – also both home to some remarkable Jade.

Town run accomplished. Weed Eater purchased. 250 miles round trip to SLO and 11 1/2 total hours. I am exhausted.

Birthday this month, and happens to be on a Friday. If I can get through at the noon hour, and Paul’s Slide doesn’t get temperamental, I can return during the evening window. Watch out, Nepenthe, I’m coming to celebrate! I really, really need an ambrosia burger, and a drink or two.
