A quiet Sunday

It is a quiet Sunday morning, quite chilly. Would love to have a fire … Keep waiting for the rains. I am enjoying the peace and quiet of my particular spot on this planet. Each and every day I am astounded at my fortune in being able to sur-vive and thrive up here alone with my dogs and the rest of Mother Nature. It is not an easy life, but it is a blessed one!

One of my friends asked me yesterday why I wasn’t blogging about all the little fund-raisers going on for the victims of the Pfeiffer Fire. I had to think about it and ask myself if I was doing this, and if so, why? What I decided is that the fire took a lot out of all of us, including me. I was so very overwhelmed that I have been taking a bit of a break. I have been asked to promote this thing, or that, to notify sur-vivors of this meeting, this agency’s assistance, and what-not. The bigger this blog gets, the more people contact me with requests. So much, almost too much, after all. I rarely just post what I am asked to. I like to research it. Have I or someone I trust gone to this meeting, participated in this organization, etc. Who is this person, agency, organization that is making this request? Why are they wanting me to promote/post/support them, their agency, their organization? Will the majority of my readers be interested, or is this targeted for a very narrow sub-audience? There is a lot that goes on with some posts before they are made public.

The work that goes on behind the blog, so-to-speak, is usually not visible, but it does take time. It is what I need to do to make sure the information I post is accurate, truthful, helpful, and worthy of our time – mine and yours. Fortunately I retired in 2012, so have more time to devote to this entity we created. Some posts, like my Photo Fridays, I am able to arrange before hand, and the only work it requires is getting my Internet to cooperate enough to get the photos up loaded. Sometimes, even with all that time, there are other things I want or need to do. This morning it is coffee in bed in the quiet of my morning, cuddled up under my down comforter with one or more dogs by my side.

CPOA’s Big Sur Fire Relief Fund 2013 website is up: big sur fire relief fund personally, I watched Patte handing out immediate checks last night to those who lost homes. Here she is doing so at last night’s meeting.
With CPOA, every dime goes to those who lost their homes – there is no admin fees or other costs. If you want to donate to a specific person or family, they will earmark it and make sure it is received. If you donate through go fund, or many others, they will keep up to 10% of your donation.

Ken Wright also asked me to post the following: “The Board of Directors of the Community Foundation of Monterey County has okayed a fire relief fund called, Big Sur Fire Fund. Details, including how to contribute, will follow. No fees will be charged by the Foundation for creating or handling this fund.”

Saving a life

I saved a life, today … With some help from Jon Knight, BSVFD, Casey of the USFS, PV Station, an amazing CHP helicopter pilot i think named Joe, a CHP paramedic, Danny, and a CHP patrol officer, whose name I didn’t catch. I have photos of the helicopter landing which I will upload.

There are so many technological things I am thankful for, but today it was my iPhone and my iPad. I was able to give them my GPS coordinates because of the compass app I have on my iPad – didn’t know my address, which is meaningless anyway, but had my GPS coordinates! And with the iPhone and cellular booster, I was able to talk to the helicopter pilot before he took off to tell him where the evac needed to take place. Thank you Steve Jobs.

I am pretty exhausted, so more tomorrow – plus one who wasn’t saved but passed on at age 78. The life I saved will be 51 tomorrow.

Short Term Rentals or VRBO

We have two meetings coming up as follows:

· October 14, 2013 6:30 PM Big Sur Grange
· October 23, 2013 6:30 PM Carmel Highlands Fire Station

It is not necessary to attend both meetings.

The meeting in Big Sur is a follow up to the September 19, 2013 meeting. This email seeks to accomplish two things. First is transmitting information being provided for discussion at these meetings. Second, is to set the stage for what we want to accomplish during these meetings. Attached please find:

Goals for the Meetings
This focuses on the Big Sur meeting since it occurs first and has some context, but the meeting in Carmel Highlands should achieve the same result. We want to start by addressing some of the items brought up in prior discussions related to the area covered by Big Sur (Briefly) The attached maps show the area, we can discuss any questions.

We want to present the process used to investigate and act on Code Enforcement complaints. This discussion hopes to clarify some of the questions raised about impediments to successful enforcement of regulations. We then will spend some time looking at the code and discuss how it is interpreted. We particularly want to look at the B&B provisions of Title 20. Attached for your review are the provisions of the WSC Zoning district which is where most of the Short Term Rentals would be located. The Coastal General Commercial District is also attached because it will relate to the special event discussions.
From there we want to go back to the list of concerns and confirm what needs to be on that list. (I hope this version captures the 9/19/2013 discussion.) There may be individual differences of what should be on the list, but that is allowable in the context that we are simply identifying concerns. From there we want to identify what approaches can be used to address these concerns. The approaches typically would involve some type of enforceable legislation that would range from an outright prohibition, to establishing criteria for time, place and manner of allowing the use.

We also want to move into the same level of discussion related to special events.

At the end of the evening the goal would be to have a general consensus on a desired approach to addressing both Short Term Rentals and Special Events.

This is an issue that has been wrestled with by other areas, as well. This was recently reported by KSBY: “The city of San Luis Obispo says its residents cannot rent out rooms or space in their home for a time period of less than 30-days. On Wednesday, the city’s Planning Commission voted 5-1 to uphold the current ordinance that bans vacation rentals, and denied resident Sky Bergman’s appeal of the ordinance.

Bergman said she is disappointed, but not surprised. She said if it weren’t for her push and tenacity, the issue may not have gone so far. On November 12th, the city council is expected to take up the issue, as the Community Development department has been ordered to conduct a study session and will return its findings of pros and cons to council.

Bergman said she wants to be able to rent out a room in her house to make extra income. She said it would also be nice to be an ambassador to the city.

However, Doug Davidson, the Deputy Director for the Community Development Department, said there can be pros and cons to short-term rentals.

“The vacation rentals have never been allowed in the city. But prior to 2007 the ordinance was silent on them, in 2007 they were expressly prohibited until such time that an ordinance was adopted. The concerns are often neighborhood driven, about traffic and noise and other impacts that these type of uses could cause,” said Davidson.

Davidson also noted that websites like http://www.airbnb.com, which have made short-term rental opportunities popular, don’t charge a bed tax, which means those solicitors can have a leg up on local hotel rooms. Local hotel rooms charge a TOT (transient occupancy tax) which generate money for the local economy.

But, Davidson said the pros of short-term rentals are that people can experience San Luis Obispo in a different way when they stay in an cozy environment like someone’s home.

The Community Development department urges residents on both sides of the matter to come to the city council on November 12 to have an open discussion.

People caught breaking the rules on short-term rentals can face up to $500 in fines.”

Vacation Rentals by Owners

The public is invited to attend an open discussion with Monterey County Planning Department staff regarding residential home stays and hosting events along the Big Sur coast.

The meeting will be held Thursday, September 19th at 7:00 pm at the Big Sur Grange Hall.

Planning staff will also send out information materials before the meeting via email.
