Los Padres issues closure order following storm damage

SOLVANG, Calif.— Los Padres National Forest officials today issued a 60-day closure order for four ranger districts in response to the extreme winter storm that delivered punishing rain and wind across the Forest this week. This closure order takes effect immediately.

The closure order will be superseded or terminated when conditions and recreational access improves. Forest employees will be assessing the extent of the damage over the coming weeks and months and will scale back the closure based on improving conditions.

Over the last month, Los Padres received more than 100 percent of its annual rainfall along with extremely damaging wind events. The “atmospheric river” delivered record rainfall amounts January 8-10 ranging from 17 inches at San Marcos Pass on the Santa Barbara RD to 18 inches in the Ojai RD backcountry. These weather events have caused flooding, debris flows, slope failures, bridge, road and trail failures, and serious impacts to administrative and recreation facilities. 

Public access to Los Padres recreation sites is limited or not currently possible due to compromised roadways. Weather forecasts predict additional precipitation at variable intensities and amounts over the next week on top of  already saturated conditions. Future storm events are expected to compound existing damage.

The full extent of damage to the Forest will be known once a full assessment is completed, which will likely take many weeks. Forest personnel are continuing to work with city, county and state partners on post-storm damage assessments and repairs when conditions are safe for work and travel.

“We’re taking this precautionary step to ensure visitor safety as we determine the extent of the damage and develop a strategy to prioritize and address the extensive impacts to infrastructure and natural resources,” said Los Padres Forest Supervisor Chris Stubbs. “I’m asking the public to heed the closure order while these recovery efforts are underway. My intention is to re-open closed areas as soon as it’s safe to do so.” 

Forest Service law enforcement officers will strictly enforce the closure order, which carries a penalty of $5,000 and/or six months in jail.

FOREST ORDER NO. 05-07-00-23-02 SPECIAL CLOSURE – PUBLIC HEALTH & SAFETY LOS PADRES NATIONAL FOREST
Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50(a), and to provide for public health and safety, the following act is prohibited within the Los Padres National Forest. This Order is effective from January 13, 2023, at 12:00 PM through March 14, 2023 at 12:00 PM.
Going into or being upon any area of the following National Forest System administrative units:
a. Monterey Ranger District
b. Santa Lucia Ranger District c. Santa Barbara Ranger District d. Ojai Ranger District
36 C.F.R. § 261.53(e).
Pursuant to 36 C.F.R. § 261.50(e), the following persons are exempt from this Order:
(1) Persons with a Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order), specifically exempting them from this Order.
(2) Owners or lessees of land in the area, to the extent necessary to access their land;
(3) Residents who live within the National Forest Boundary, to the extent necessary to access their residences;
(4) Any Federal, State, or local officer, or member of an organized rescue or fire-fighting force in the performance of an official duty.
This prohibition is in addition to the general prohibitions in 36 C.F.R. Part 261, Subpart A.
A violation of this prohibition is punishable by a fine of not more than $5,000 for an individual or $10,000 for an organization, or imprisonment for not more than six months, or both.

HIGHWAY 1 CONVOY RESUPPLY RUNS SET FOR FRIDAY JAN. 13

MONTEREY / SAN LUIS OBISPO COUNTIES – In order to allow for access in and out of the closure area on Highway 1 for resupply runs ahead of another storm this weekend, Caltrans will be running a limited convoy operation on Friday, Jan. 13.

This is limited access to allow for resupplies during this window of milder weather before a more intense storm passes over the region this weekend.

The convoy schedule is listed below. These times are based on estimated travel given the road conditions and may change if road conditions change.

Caltrans and contracted crews will suspend all work operations on the highway in order to facilitate the safe and timely passage of the convoys.

The weather forecast is for light rain on Friday. Road conditions may change as result of the weather and may alter or suspend this convoy operation.

Local residents should wait in their driveways for the convoy to pass in the respective direction they wish to travel.

Convoy Schedule for Friday Jan. 13, 2023

•Convoy will depart from Ragged Point and head north at 8 am and arrive just south of Deetjen’s Inn at approximately 9:30 am.

•Convoy will depart from just south of Deetjen’s Inn at 10 am to arrive at Ragged Point at approximately 11:30 am.

•Convoy will depart from Ragged Point at 12 noon and arrive just south of Deetjen’s Inn at approximately 1:30 pm.

•Convoy will depart from just south of Deetjen’s Inn at 3 pm and arrive at Ragged Point at approximately 4:40 pm.

Highway 1 will remain closed at Polar Star.

Our crews deserve to get home safely too.

Newest NOAA update from this morning. Showing that the Salinas River enters flood stage at Spreckles Thursday at about 9pm. However the max flow continues to trend down which will reduce extent of flooding.

Our County Office of Emergency Services team is reviewing new data now and we will continue to provide updates as conditions continue to change.

Please remember that we are all doing our best to navigate dynamic conditions and predict the future with the intent of keeping everyone safe and allowing time to get prepared.”

NORTHERN LIMIT OF HIGHWAY 1 CLOSURE

RETURNED TO SOUTH OF DEETJEN’S INN

MONTEREY / SAN LUIS OBISPO COUNTIES – The limit of the northern closure of Highway 1 on the Big Sur coast has been moved south today to just south of Deetjen’s Big Sur Inn.

Crews continue to respond to multiple active slides within the closure area today.

The gates at Paul’s Slide (PM 22), are closed and will remain closed 24-hours a day.

Caltrans will continue to take advantage of any break in inclement weather to assess road conditions and provide access as long as the conditions are favorable for public travel.

Travelers from the south will encounter a closure on Highway 1 at the elephant seal viewing area, four miles north of San Simeon. A significant slide, one mile south of Ragged Point, extends over both lanes of travel. As a result, the highway is impassible at this location and is expected to restrict access to Ragged Point from the south for several weeks.

Update Jan. 11, 2022, at 3:53 p.m.– The Monterey County Sheriff’s Office said they have closed the bridge west of Gonzales due to flooding from the Salinas River.

They announced that due to high water flow the Gonzales River Road bridge near River Road is now closed.

9:30 am — sorry for the late watch, but I had to take care of a few chores this am, and then check on things around our area. We seem to be in a lull today, and expecting a break tomorrow before we get hit with the next Atmospheric River on Friday into Saturday. We are “only” (and I have to laugh at this) predicted to get 5” for this one down here, but NoCal is predicted to get upwards of 15: in some areas. I canceled appts for this week and next, but trying to reschedule my doctors appt. Keep up with the rapid changes during this time, and keep track of your neighbors who might need help.

CREWS CONTINUE ASSESSMENT OF HIGHWAY 1 DAMAGE

AND MOBILIZE FOR REPAIRS 

MONTEREY / SAN LUIS OBISPO COUNTIES – Caltrans maintenance teams were able to perform assessments today within the entirety of the Highway 1 closure which remains in effect from Ragged Point in San Luis Obispo County to Palo Colorado Rd. in Monterey County.

Crews responded to multiple active slides within the closure area today.

Crews were also able to reach Paul’s Slide (PM 22), where rocks, dirt, and water have breached parts of the catchment area behind K-rail and fencing. Highway 1 at Paul’s Slide is impassible at this time. The gates at Paul’s Slide are closed and will remain closed 24-hours a day.

The northern limit of the Highway 1 closure was moved north on Jan. 9, to Palo Colorado Rd. at Post Mile 61.5 at the request of CHP. Caltrans will continue to take advantage of any break in inclement weather to assess road conditions and provide access as long as the conditions are favorable for public travel.

SAN LUIS OBISPO – The latest winter storm system to move through the Central Coast has resulted in various highway closures in the following locations due to flooding and debris on the roadway.

  • Northbound US 101 is closed at State Route 150 near Carpinteria, near Sheffield Drive near Summerland and from Winchester Canyon Road near Goleta to Highway 1 north of Gaviota.
  • Southbound US 101 is closed at Milpas Street in Santa Barbara.
  • Highway 154 is closed from State Route 192 to the Junction with State Route 246 near Santa Ynez. 
  • Highway 246 is closed from Alamo Pintado Road in Solvang. 
  • Highway 1 is closed from State Route 166 West to Brown Road in Santa Barbara County.
  • Highway 41 West is closed from Ironwood Drive to San Gabriel Road near Morro Bay.
  • Northbound US 101 is closed northbound at 13th Street and southbound at 18th Street in Paso Robles.
  • State Route 198 is closed from Peach Tree Valley Road to the Fresno County line.
  • State Route 9 is closed from Big Basin Way to Monaco Lane and from Glen Arbor Road (lower) to Glen Arbor Road (Upper) in Santa Cruz County.
  • State Route 236 is closed from Little Basin Road to Big Basin State Park in Santa Cruz County.
  • Highway 1 remains closed in Monterey County from the Elephant Seal Vista Point to Palo Colorado.
  • Highway 1 has re-opened in both directions in Morro Bay.
