Current Situation:
A Red Flag Warning remains in effect and will be in place until Monday evening, August 24, at 5:00 p.m. Thunderstorms with little to no precipitation are possible, particularly this evening and into the early morning, and will be accompanied by erratic and gusty outflow winds.
The fire is primarily backing, and the fire footprint has not significantly changed. Crews have made considerable progress creating dozer line to the North towards Partington Ridge. Crews began direct attack along the fire’s Southeast edge and continued point protection operations around Hermitage and Lucia. Today, firefighters secured more of the western perimeter of the fire along Hwy 1. Falling rocks and the potential of spot fires across the road remain as concerns on Hwy 1.
Aerial resources took advantage of clear skies to assist ground resources with retardant and bucket drops. However, smoke impacted air operations. As air quality and visibility improve, aviation assets will support crews on the ground.
Today, the Monterey County Sheriff’s Department entered into unified command with California Incident Management Team 2 and Big Sur Fire. The incident management team completed the move into a new incident command post at Pfeiffer Big Sur State Park.
The fire is threatening the communities of Hermitage, Partington Ridge, and Lucia. Multiple businesses, communications sites, parks and recreational sites are also threatened. Among natural resources threatened are the Ventana Wilderness and coastal watershed and habitat for threatened and endangered species, including the California condor.

Outlook

Planned ActionsCrews in all divisions will continue to verify location, scout for opportunities to construct direct/indirect control lines, and evaluate need for point protection and structure defense.
Projected Incident ActivityFire is burning on private land, the Los Padres National Forest Ventana wilderness. Fire is taking advantage of slope driven runs and dry fuel, moving up and down canyons, spotting and making erratic runs, fire movement in all directions, ie. west, south, north, and east. Area tends to burn actively in the evening hours driven by mid slope thermal weather activity. Concern that the smoke inversion will lift and the fire activity will increase. Predicted thunderstorms with high potential for extreme fire behavior due to outflow winds.

Current Weather

Weather ConcernsMostly cloudy conditions prevailed across the incident as moisture from former Hurricane Genevieve streamed over the area. There were no thunderstorms or rain reported this afternoon. With the cloud cover, temperatures were a bit cooler and relative humidity was higher. A RED FLAG WARNING remained in effect due to the potential for dry thunderstorms. For tonight and Monday, the threat of dry thunderstorms will continue. So, the RED FLAG WARNING remains in effect until 500 PM Monday. At this time, the best chances for any thunderstorm development will be tonight and Monday morning.

A Red Flag Warning is in effect today till 5:00 p.m. due to the combination of strong winds, low relative humidity and warm temperatures that will contribute to extreme fire behavior. Thunderstorms with little to no precipitation are possible and will be accompanied by erratic and gusty outflow winds between 30 and 65 mph across the fire area.
The fire remained active overnight, primarily with backing fire. Fire activity moderated in the early morning hours as humidity increased. Crews continued to focus on point protection operations around Hermitage and Lucia to the South and Partington Ridge and Anderson Peak communications infrastructure to the North. The community of South Coast was secured.
An infrared equipped aircraft flew a mapping flight over the fire yesterday afternoon. This data was used to revise the perimeter and was the primary reason for the increase in acreage.
Today, operations will continue to focus on point protection as well as scouting for locations to build direct and indirect fire line using both heavy equipment and hand crews. Crews will also be checking the North Coast Ridge Road and working out any hotspots near the road. As the fire continues to burn along the eastern side of Highway 1, engines and crews continue will patrol and extinguish spot fires that are occurring across the highway. Winds are predicted to shift from predominantly north northwest to south southeast. This change in wind direction will shift the area of highest fire activity from the south end to the north end of the Dolan Fire.
Smoke will continue to impact air operations around the fire, limiting aircraft availability and effectiveness. When air quality and visibility improve, aviation assets including helicopters, will support crews on the ground.

The incident management team will be moving into a new incident command post today at Big Sur Pfeiffer State Park. The move is expected to take most of the day so there will not be a Facebook Live meeting. Information for the next Facebook Live meeting will be posted on Inciweb and shared through our daily update.
Fire activity in the western United States has caused a high demand for fire personnel and equipment. The nation is in Preparedness Level 5 (PL5), the highest level. In PL5 over 80% of the nation’s incident management teams and wildland firefighting personnel are committed to incidents. #RiverFire and #CarmelFire 8.23.20 AM Operational Briefing

Carmel Fire Morning Update

Carmel Fire at 6,695 acres, 10% contained, 47 structures destroyed. The fire continued to burn up to existing containment lines and consumed interior islands of vegetation throughout the night. The fire behavior was moderate with fair humidity recovery. The fire is currently burning in close proximity to structures. The statewide drawdown of resources has impeded the critical need to support fire suppression of the fire. Most agencies are at drawdown and unable to fill resource requests. The lack of resource availability is affecting strategy and tactics.

Damage inspection is approximately 40% complete

River Fire Morning Update

River Fire at 48,424 acres, 15% contained, 19 structures destroyed. Last night the southern portion of the fire continued to actively burn to the south with winds from the northwest. The east side continued to back down to the dozer lines and agricultural fields and interior islands continued to burn remaining fuel.

The fire is expected to continue to burn on the southern end of the fire. The wind shift will be the concern on the southern edge, allowing the fire to out grow the current lines on the southeast portion of the fire. If the fire moves too far south when the winds move to the southeast flow, it could merge into the Carmel Fire.

Damage inspection is approximately 45% complete.

Important caveats: Please note that the squares on the heat detection maps represent the expected margin of error, not the size of the area burned. In other words, the detection could have come from anywhere within the square. Also be aware that false detections do sometimes occur. An outlying or “over the line” heat detection is not, by itself, a confirmation that there is fire in the area indicated. In addition, the satellites do not detect heat everywhere that fire exists. Creeping, backing or smoldering fire is often not detected. Finally, the detections are only snapshots of moments in time. Flare ups that occur before or after a satellite pass may be entirely missed.

Also be aware that yellow squares disappear from the map after 6 days. These are not maps of the area burned since the fire began, just maps of where heat has been detected during the past week.

Photos from the South Coast

Below will be a series of photos taken at the Hermitage today, 8/22 by Brendon, and on the highway, by me. If you are looking for the reports on the fires, click here for Dolan https://bigsurkate.blog/2020/08/22/dolan-fire-day-5-8-22-20/ or here for Carmel and River fires https://bigsurkate.blog/2020/08/22/carmel-river-fires-saturday-8-22-20/

From Brendon Shave at the Hermitage:

The following are by bigsurkate on the highway

Looks like a spike camp getting set up, NW of PV Station – helicopter fuel truck on left. US Food truck at Pv Station across the road and down a bit.
Look PMC! We brought our own porta potties!!!

And that is how the afternoon of Saturday, August 22 looked on the south coast. When we left to go to Cambria, we passed many, many cars heading UP the coast, but coming back, we were one of the few going north. Very few cars stopped on the side of the road after getting into the closed area at Ragged Point. There was no one lined up at any of the road blocks we drove around. Limekiln, Kirk Creek, Plaskett Creek all closed. The north coast, I am hearing is a different story and that Sycamore Canyon and Pfeiffer Beach were a nightmare for residents. Our dirt roads are still a mess, but fortunately, not being made more so.

Dolan Fire, Day 5, 8/22/20

8 pm — Dolan Incident Report:

6:30 pm — I am posting this at 6:30 pm, my first available opportunity today, but not sure when released. Note the fire has increased to 14,000 acres, but 10% containment.

Current Situation:

Overnight point protection continued to be the focus of operations. Point protection refers to the preparation and defense of structures or other values in the fire’s path of spread. The three priorities for point protection are Hermitage, Partington Ridge and Anderson Peak communications infrastructure. As the threat diminishes and fire passes, these priorities will shift. As more resources arrive the operation will expand to include additional perimeter control operations.

Hot Shot crews are working on perimeter control on the north end of the fire off North Coast Ridge Road, where the fire had burned over the road, these firefighters are building fire line directly on the fire’s edge to prevent the possibility of further spread. Containment along the west side of the fire (10% so far) is expected to increase over the next few days as firefighters assure that the line is secure.

The fire remained active in the areas Hermitage and Lucia, along Highway 1, overnight. The fire spread slowly as fire backed down slope.

Today, operations will continue to focus on point protection and scouting for locations to build direct and indirect fire line. Fire spread will be mainly to the south, laterally along the coast ridge. Smoke from other fires in the area is shading the Dolan Fire. Though the smoke makes it difficult to locate the exact perimeter of the fire, it has the benefit of decreasing the direct sunlight and dampening fire behavior. In areas above the layer of smoke, or when the smoke lifts, fire behavior will become more active. As Tropical Depression Genevieve moves into the area, unstable air will likely lift the smoke layer and result in more active fire behavior.

Fire activity in the western United States has caused a high demand for fire personnel and equipment. The nation is in Preparedness Level 5 (PL5), the highest level. In PL5 over 80% of the nation’s incident management teams and wildland firefighting personnel are committed to incidents. Resource orders are being prioritized to fires across California and the west. Aircraft that can map a fire using infrared imagery used to determine acreage have not yet flown the fire. Acreage reported here is an estimate and will be updated when IR images are available.

5 PM — I know things have been scattered here today, because I was trying to take the day off, to get away from the heat and smoke, and the stress. So I went to town. Most of you understand. I posted a couple things I thought were important, but because I was on my tiny iPhone, I couldn’t explain what I was doing. I will be back within the hour to bring things up to date and organize as best I can, but I have to put the groceries away, feed the dogs, water the plants, and other wise take care of life. Going down the mountain to do a supply run allowed me first hand views of what is going on here on the south end of the fire. Be patient.

Current Situation: The Dolan Fire was reported August 18, 2020, just after 8:00 p.m. Active Fire behavior was observed with long range spotting, uphill runs, flanking and backing fire. California Interagency Incident Management Team 2, under the command of Mike Minton entered into unified command with Big Sur Fire this morning at 6:00 a.m.

Today priorities focused on the preparation and protection of structures on the north and south ends of the fire. On the north end, in the Partington Ridge area, an Evacuation Warning was upgraded to an Evacuation Order. Firefighters are prepping for structure protection and building fire line around an area that burnt across the North Coast Ridge Road yesterday. This fire is burning in the Sobranes Fire scar. Confidence that this fire will be caught is high.

The fire was active today in the area of Hermitage. Bulldozers were used to build a protection line to the north of threatened structures and firefighters prepped around the structures in the area. The dozer line is expected to be challenged by the fire again tomorrow. The primary fire spread today was to the south.

Firefighters will also be working in the area of Anderson Peak. Communications infrastructure for multiple agencies is threatened. Crews will be removing vegetation and cutting lines around this site.

A layer of smoke remained over most of the fire area again today making it difficult to ascertain the exact location of the fire’s perimeter. One big concern is San Vicente Creek on the south end. This information is important in planning the strategy for control of the south end. The current control objectives are to keep the fire south of Partington Ridge, north of Nacimiento Fergusson Road, east of Highway 1, and west of Coast Ridge Road.

The fire is threatening the communities of Partington Ridge, Big Sur and Lucia. Multiple businesses, communications sites, parks and recreational sites are also threatened. Among natural resources threatened are the Ventana Wilderness and coastal watershed and habitat for threatened and endangered species, including the California condor.

Updates and MeetingsFire Information is producing two daily written updates. To request an update email 2020.dolan@firenet.gov and provide your email. A daily video update will be posted to the Los Padres National Forest Facebook page and Inciweb (See links in header). Additionally, a live online community meeting will be held on the Los Padres National Forest Facebook page tomorrow at 2:00 p.m.

Weather: Tomorrow clouds from former Hurricane Genevieve are expected to move over the fire area in the afternoon. Saturday night through Sunday morning there is a slight chance of dry thunderstorms. A Fire Weather Watch has been issued from Sunday at 11:00 a.m. through Tuesday at 11:00 a.m. due to a potential for Thunderstorms.

Evacuations / Closures: Click here for an interactive map of Monterey County evacuations.

The Partington Ridge community Evacuation Warning was upgraded to an Evacuation Order this morning. Though the order was in effect immediately, residents will have until 9:00 a.m. on Saturday to move belongings from their property.

The closure of Highway 1 has changed. The highway is now closed near mile marker 38/Troy Canyon on the north and Hermitage on the south.

Smoke: The Monterey Bay Air Resources District has issued a Wildfire Air Quality Advisory. When the concentration of smoke has reached UNHEALTHY levels of the AQI, residents should limit their activity by staying indoors with the doors and windows closed to avoid breathing smoke.  Updates on the current air quality forecast and Air Monitoring data can be found at http://air.mbard.org/.

HWY 1 @ Anderson Canyon
(Post mile 35)

North to:

HWY 1 @ Torre Canyon
(Post mile 39)

West of hwy 1 to Pacific Ocean

East Hwy 1 to North Coast Ridge Rd.

To include Partington Ridge Road.

While the satellite maps belong show that the fire has crossed coast road, those who are up there are saying they are seeing no fire. Heat detections can be inaccurate and give false readings. On the other hand, during the day, fires may be in low areas that are not seen. The good news for Partington is that the winds are predicted to start blowing to the south about 6 pm.

Dolan Fire, 8/21/20

12:30 pm — From the Ventana Wilderness Society’s FB page:

“The Dolan Fire in Big Sur, California burned through the Condor Sanctuary jeopardizing the Ventana Wildlife Society’s recovery effort. Two live cameras, operated by Explore.org, recorded the devastation. The nest cam, where baby condor “Iniko” is being raised by wild parents Redwood Queen and Kingpin, was lost on the evening of August 20, 2020 and the Sanctuary Cam, with an overview of the release area, was burned over at around 3:45AM on the 21st. Our release pen was engulfed in flames just before the feed cut out. As condors and their chicks have survived wildfire in the past, there is still hope for Iniko and the others. Once it is clear, we will rebuild as nothing will get in our way of restoring this magnificent species back to nature!“

11:45 am — Jon Knight informs he is at Anderson Canyon, and so far they have been able to hold it to the South side. Firefighters are at the (very wide) dozer line back behind the Hermitage preparing to make their stand. The next few hours will give us a better idea of what this fire wants to do.

10:15 — I can’t upload video here because I don’t think I paid the extra fees wordpress wanted, and they do take up so much storage space, but Jon Knight did send me a video of the fire on the east side of the highway burning in Anderson Canyon, almost real time. I can take a screen shot and post that.

This morning’s map from John Chesnut. He added MM to make it easier for all us neophytes.

9:30 am — Serge Withrow and Billy Volpe meeting with structure protection coordinator at Gamboa Point.

Structure Protection

And just for grins, here is an old postcard Rhea found when she was packing up. The Withrows caretake the property most of us will always remember as Don Harlan’s, the original road warrior, place, where he grew up and worked on the road as the Supervisor for Willow Springs for years, if not decades.

Current Situation: The Dolan Fire was reported August 18, 2020, just after 8:00 p.m. Active Fire behavior was observed with long range spotting, uphill runs, flanking and backing fire. The fire was initially managed by local resources but due to the extensive history of large fires in the area, statewide resource issues and a high degree of complexity, a decision was quickly made to request a Type 1 incident management team. California Interagency Incident Management Team 2, under the command of Mike Minton entered into unified command with Big Sur Fire this morning at 6:00 a.m.

The fire is burning on private, state and federal lands, including the Ventana Wilderness. Fire behavior is expected to be much the same as it was yesterday. An inversion shaded the fire and limited fire growth but fire behavior was still active on peaks above the inversion. Due to the inversion, the helicopters assigned to the incident were unable to fly on the Dolan Fire yesterday. They were able to provide some assistance to the Carmel Fire.

Firefighters will take advantage of these weather conditions today as they continue their physical assessment of the fire area. Firefighters on scene will be using infrared imagery and physically scouting the area to locate the fire’s edge and barriers that could potentially be used as fire control line.

Weather: A low pressure trough will hold the inversion over the area today. Fire behavior will be similar to Thursday. With the arrival of Hurricane Genevieve in the Eastern Pacific on Saturday humidity will increase and air will become unstable potentially leading to more active fire behavior.

Evacuations / Closures: Click here for an interactive map of Monterey County evacuations.

Highway 1 is closed between Pfeiffer State Park on the north and Lucia on the south.

Big Sur Fire Captain Marcus Foster says they had a big stop on this spot on the west side of the freeway and here is the photo that shows it:

Big Sur Fire doing what they do best

8:30 am — Dave Nelson confirms the fire crossed the highway at MM 30, between Dolan Point and Rat Creek. Here is one photo of it. He says they are trying to do a hand line. Damn steep.

7 am — I am still collecting information, even though I’ve been up since 5:30, but the first thing I gathered was from the CHP website which states that early this am, the fire “jumped” the highway. Where is a bit unclear, but somewhere between Dolan Rock at 29.5 mm (milemarker) and Santa Lucia Ranch at 32 mm. I do have a John Chesnut heat map for you, though. He says: “When dots are spread out usually indicates a smoke column heat signature, drew line out around them based on  fire images you posted last night.Couple of hits just over the Coast Ridge Rd,  these might be within the uncertainty footprint” Remember, these heat signature footprints have quite a margin for error. I view this as an approximation of where the fire is.

This is an 11:00 pm inciweb report. I will post the most recent am one on top when it is released.

Message from our Fire Chief

I am going to be trying to sign out early tonight, as it has been a long 5 days for me since the River Fire stated. This is going to be another marathon, and while I am experienced in them by now, they do not get any easier. It will be a marathon for all of us.

We have always felt close to our neighbors in Tassajara, Cachagua, and Carmel Valley, but never more than during a fire when we realize how close we really are. This time, we have three separate fires going simultaneously on both sides of the Santa Lucias. I doubt that has ever happened before. Getting accurate information is more difficult and resources are stretched thin statewide. Patience, understanding, and a willingness to serve one another is critical toward getting us through this time.

Let us take Matt’s words to heart, especially those of being patient with one another. Let us continue to do what few other communities do as well as we do…work together to get us through yet another tense and stressful time, together, and in tact as a community. This community always represents the best of human nature in times of emergencies and it holds such love for each other and of this place that defines us. It is during these difficult times that those qualities of ours shine. Let us shine together for as long as it takes. Bless our firefighters, first responders, neighbors, family, and friends and hang tight everyone.

Dear Beloved Big Sur Residents and Friends,

Big Sur and its residents are no stranger to fire.  We have faced many over the years and have always been strong and resilient as a community to overcome the challenges associated with them.  Last week, California was bombarded with a lighting event resulting in well over 300 fires across the state, all needing attention and resources.  Big Sur seemingly escaped unscathed that night and there was a sense of relief but also disbelief by many, myself included.  Over the next few days, the heavy smoke generated from the nearby River and Carmel Fire’s coupled with the intense heat wave made it feel as if Big Sur was already burning.

When the call came in for a vegetation fire in the area of Dolan Ridge, we could only hope that it was just the glow emitting from one of the nearby fires.  As more information came in, we learned that it was spotted by an infrared satellite mounted camera through the thick smoke and was estimated at 100 acres high up on the ridge.  Big Sur Fire quickly mobilized with nearly every apparatus and 20 personnel.  It became readily obvious we had a large fire from the intense crimson red glow filtering through the dark smoke and that it would likely become an extended incident.  Crews immediately went into notification and evacuation mode of Dolan Ridge and surrounding residences and were successful in getting everyone out safely.   Crews also worked tirelessly through the night preventing the fire from crossing Highway 1 from rollout of which there were over a dozen occurrences.

Big Sur has always been in focus when a fire starts and this time is no different however, we are seeing unprecedented need across the state for the exact same resources which leaves few to none for us here for the first time in recent memory.  Our responding partners including the US Forest Service and CalFire were only able to send a few engines and hand crews to help because nearly all other resources were committed to other incidents.  The thick smoke clinging to the coast has also shut down the use of air support short term which has made it even more apparent this will be a long duration incident.

Today, an Incident Management Team (CIIMT2) mobilized and will be assuming command of the Dolan Fire starting tomorrow morning.  I have been involved in the transition and planning processes much to our benefit and stressed the importance of timely and accurate information getting out to our community.   They are committed to that end and are committed to success with managing this incident which is now well of 8000 acres with multiple enclaves and structures threatened.  The circumstances surrounding the start of this fire are unclear but certainly suspicious and are being fully investigated by a Federal Investigative Team that will generate official statements regarding it.

Big Sur Fire is very involved supplying firefighters with local knowledge, engines and water tenders and continue to collaborate at the management level ensuring our community priorities are heard and addressed.  Current fire conditions, evacuation warnings and orders are being updated by the Incident Management Team and will be released first thing tomorrow morning by the Public Information Officers.

We must all remain patient with each other and the process and that we plan ahead as best as possible for imminent evacuations to both the north and south of the fire and that we also remain tight as a community as we have done so many times before.

Thank you all for your continued support and trust of Big Sur Fire,
Sincerely,

Matt Harris
Fire Chief

BTW, please be patient with me today, my MMM who has been helping me on the Carmel and River Fires evacuated his family yesterday, and today is packing up their camper and evacuating himself. Once he gets settled somewhere, I am sure I will hear from him. Keep lucasryancv (gave me permission to use that in addition to my mystery map maker) and his family in your thoughts along with all our family and friends.

LOL. Okay, maybe I am getting punch drunk but that title tickles me. This is a post that applies to ALL fires, not just a specific fire.

First, I have to thank my Mystery Map Maker. Those of you who followed me during the Soberanes Fire will remember him. He lives in Carmel Valley and jumped in and helped me on the Soberanes Fire reporting and saved my sanity and was able to help me provide more and timely information than I could alone. On the River Fire, he again did the same thing. When the Carmel Fire broke, he jumped in and took over that one, which was great, as later that night, the Dolan Fire broke, and I took that one. We have been working as a team for the last 5 days. Thank you, MMM, I couldn’t do it without you!
