Yet ANOTHER Bike Event on Highway One thru Big Sur

Another bicycle group on the highway. As the stress in the urban areas increases from population increases, we can expect a reciprocal stress on our lovely strip of coast between TWO large urban areas!

Ride 2 Recovery (R2R) is a non-profit organization that helps improve the health and wellness of injured veterans by providing rehabilitation through cycling. We organize out-door non-competitive cycling events to enable injured veterans the ability to rehabilitate, both physically and mentally, from the agonies of war. Some of our combat wounded veterans have specialized bikes made for them to deal with their particular injury (many are amputees). The continued support from the schools not only keep our riders motivated on the challenge, it is also a great boost of morale to have the support of the students cheering them on as they make their journey to recovering.

We are currently planning and wrapping up this year’s California Challenge for 180 active and inactive military personnel October 5 – 11, 2014.

We want to notify you of our presence and see if you and the students of PACIFIC VALLEY SCHOOL would be interested in supporting our troops as they ride by on
Tuesday, October 07 at approximately 12:22pm. Other schools along the route in the past usually have the students make signs, wear red white and blue, and hold American Flags to show their support as the riders pass by the school.

We have 5 challenges a year throughout the US. Let’s put California on the map as the state with the most school support.
The veterans are looking forward to seeing the students out cheering them on.

Photography Permits in the National Forests

On 25 September 2014, a new rule proposed by the U.S. Forest Service pertaining to photography and film permits sparked internet outrage. According to circulating posts about the issue, the agency would like to charge fees of up to $1,500 before allowing “commercial filming and photography in federally designated wilderness areas.” When the proposal is finalized in November 2014, commercial photographers who do not obtain permits could face fines of up to $1,000. (Tourists and park visitors snapping photographs for personal, non-commercial use would not be affected by the proposed regulations.)

Liz Close, acting director of the U.S. Forest Service, said that the tightened restrictions have been informally practiced for the past four years. Close indicates that they fall under the auspices of the larger Wilderness Act of 1964, and that the agency aims to protect the country’s forests from commercial exploitation:

Under the rules, permit applications would be evaluated based on several criteria, including whether it spreads information about the enjoyment or use of wilderness or its ecological, geological, scientific, educational, scenic or historical values; helps preserve the wilderness character; and doesn’t advertise products or services. Officials also would consider whether other suitable film sites are available outside the wilderness.

Advocates for the First Amendment, however, objected on the grounds that such fines and permit requirements would infringe upon specific constitutional protections concerning free speech. Oregon Senator Ron Wyden said that new media outlets and independent journalists would be disproportionately impacted by the proposed fines:

The Forest Service needs to rethink any policy that subjects noncommercial photographs and recordings to a burdensome permitting process for something as simple as taking a picture with a cell phone … Especially where reporters and bloggers are concerned, this policy raises troubling questions about inappropriate government limits on activity clearly protected by First Amendment rights.

Legal defense director for the Reporters Committee for Freedom of the Press, Gregg Leslie, said that the U.S. Forest Service restrictions constituted a clear violation of the First Amendment. Leslie does not believe the move is legally justified:

It’s pretty clearly unconstitutional … They would have to show an important need to justify these limits, and they just can’t.

After the announcement of the proposal caused controversy among media representatives, the head of the U.S. Forest Service hastened to state that the rule would not be applied to reporters and news organizations:

Faced with increasing criticism of a proposal that would restrict media filming in wilderness areas, the head of the U.S. Forest Service said that the rule is not intended to apply to news-gathering activities.

The rule would apply to commercial filming, like a movie production, but reporters and news organizations would not need to get a permit to shoot video or photographs in the nation’s wilderness areas, Forest Service Chief Tom Tidwell said.

The USFS is currently accepting comments on the issue here. The period of public comment will be open until 3 November 2014.

Found Dog LOST HUMAN FOUND

One of our camphosts found a brown and white female pit yesterday morning at Kirk Creek Campground. She seems well trained and not neglected. If you know of anyone missing their girl, please let us know. We have her at Plaskett right now.

Vegetation Fire in Cambria

3:10 pm – 1/4 acre, contained. Fire under investigation.

1:10 pm – Near Tin City – Village Ln. and Burton. Lots of eucalyptus and pine through there. They have a/a, 4-5 Cal Fire eng. as well as the Cambria Eng. hoping they can knock this one back in a hurry. Lots of homes could be in the path, particularly up hill.

Missing female -FOUND

The “lost” female posted in the comments section, which I removed, saying she never was lost, it was simply a miscommunication, and she asked that this post be removed so her name does not come up in a Google search. Rather than remove it, I have removed any identifying information, and the photos, but left the post so that readers will know there was a happy ending to this story. She also stated she kept an eye out for Arvin in her travels.

**** was camping alone in the Mill Creek/Nacimiento-Ferguson corridor and has gone missing.

****came to the area on Tuesday, September 16. She was going to the Mill Creek Road area. She had previously camped along Nacimiento-Ferguson Road and has a very worthy vehicle so she could be anywhere along the ridgeline of Prewitt Ridge and beyond. She called her sister from the Pacific Valley Ranger station pay phone on Sunday, September 21 letting her know her phone battery was dead and that she would be back on Tuesday, September 23.

DETAILS:
**** Blond hair, blue eyes, 5’3” 135 pounds. Driving a dark gray Toyota Land Cruiser with roof racks, snorkel, and British Columbia, Canada license plates. The steering wheel is on the right hand side (British style).

IT NOW LOOKS LIKE RAIN WILL BEGIN IN THE NORTH BAY ON WEDNESDAY BUT NOT MAKE IT SOUTH AND EAST THROUGH THE REST OF THE SF BAY AREA UNTIL LATE WEDNESDAY NIGHT OR EVEN THURSDAY MORNING. HAVE ADJUSTED THE POP GRIDS ACCORDINGLY. THE SOUTHERN EXTENT OF THE FRONTAL RAIN BAND IS EXPECTED TO REACH TO ABOUT THE MONTEREY PENINSULA ON THURSDAY MORNING. THEREAFTER…THE GFS AND ECMWF AGREE QUITE WELL IN PRODUCING ONLY ISOLATED LIGHT SHOWERS AS THE UPPER TROUGH MOVES THROUGH FROM LATE THURSDAY THROUGH FRIDAY EVENING.
