This morning (9/14/2020) U.S. Customs and Border Protection (CBP) withdrew its negative determination (ND-0011-20) for deployment of a portable temporary tower surveillance system at Lucia Ranch, Big Sur, Monterey County. CBP has decided not to pursue implementation of this project at Lucia Ranch. As a result, this negative determination and the associated public hearing has been withdrawn from the Coastal Commission’s October 2020 meeting agenda.

If you research the company and its financial backers the usual suspects profit from surveillance capitalism but then the human condition has not changed since the inception of man the only thing that has changed is the technology.

Answer: Almost Surely (a.s.) or Why probability of 0 does not mean impossible.
The tower has many sensors one of them is a Ramen Laser Spectrometer that uses Ramen Spectroscopy to determine vibrational modes of molecules.
What does that mean? It means humans have the ability to detect anything within the observable universe using technology we build for that purpose, recently in the news Life on Venus made the headlines, Astronomical Spectroscopy was used to detect a biosignature of phosphine gas on venus, we are able to detect and idenify that gas from earth, so it is possible the “spy tower” could have detected the “pot poachers.”
As an important side study NPR has two articles that relate to this discussion, one article detailing the detection of vibrational modes of brain cells and the other estimating probable human behavior by the use of computer technology.
