The National Weather Service has issued a Flash Flood Warning from 1/4/2023 6:17 PM to 1/5/2023 12:15 AM for the Big Sur Coast including the Colorado and Dolan Fire Burn Scars.
WHAT: Flooding caused by excessive rainfall is expected.
WHERE: Some locations that will experience flooding include Salinas, Seaside, Monterey, Marina, Jamesburg, Tassajara Hot Springs, Arroyo Seco, Big Sur Village, Lucia, Gorda, Soledad, Greenfield, Pacific Grove, Gonzales, Carmel-By-The-Sea, Carmel Valley Village, Sycamore Flat, Cachagua Near The Los Padres Dam, Julia Pfeiffer Burns State Park and San Clemente Dam. WHEN: Until 1145 PM PST Wednesday.
IMPACTS: Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is imminent or occurring.
PREPAREDNESS: Turn around, don’t drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding. In hilly terrain there are hundreds of low water crossings which are potentially dangerous in heavy rain. Do not attempt to cross flooded roads. Find an alternate route.
MONTEREY / SAN LUIS OBISPOCOUNTIES – Due to continuing issues with flowing water and debris in the roadway south of Ragged Point, the southern limit of the Highway 1 closure on the Big Sur coast has been moved 10 miles south of Ragged Point.
The new southern limit of the Highway 1 closure is at a parking lot by the elephant seals viewing area. This location is in San Luis Obispo County some four miles north of San Simeon.
Other than public safety agencies and emergency response teams, no other vehicles are permitted to enter the closure area. Caltrans maintenance crews will perform daytime storm patrols within the closure as long as they judge that it is safe to do so.
The cooperation from the traveling public in staying out of the closure area will ensure that Caltrans maintenance teams can respond safely to address any emerging areas of concern and that, if called upon, emergency response and public safety teams will be able to travel unimpeded within the closure.
Additionally, during overnight hours, gates will be closed across the roadway within the closure area at the north and south end of Paul’s Slide (PM 22).
There is no estimated time for reopening and additional updates will be provided as more information becomes available.
Crews are monitoring water and debris falling from above the roadway at a location named Polar Star, one mile south of Ragged Point. Crews will continue to monitor this concern and updates will be provided if the closure area needs to move south of Ragged Point.
With the soil already saturated by recent rain activity, and with heavy wind and rain in the forecast over the next days, it is anticipated that the roadway within the closure parameters will experience areas of slide activity, flooding, and rockfall.

HIGHWAY 1 ON THE BIG SUR COAST IS FULLY REOPENED AS OF 8 AM AND SET TO CLOSE AGAIN WEDNESDAY IN ADVANCE OF ATMOSPHERIC RIVER
MONTEREY / SAN LUIS OBISPOCOUNTIES – Highway 1 from Ragged Point in San Luis Obispo County, to just south of Deetjen’s Big Sur Inn in Monterey County, is fully reopened as of 8 am today.
Travelers will encounter one-way reversing traffic control at Paul’s Slide (PM 22) where contracted crews will continue to work to clean out debris behind the catchment area.
The current plan calls for Hwy. 1 to remain open Tuesday night into Wednesday morning.
Highway 1 will close again on Wednesday Jan. 4, with the same or similar closure parameters as were previously in place. An exact time for this Wednesday closure has not yet been established and will be provided in an update.
The one day reopening of Highway 1 is designed in part to allow for residents and businesses within the closure area to circulate and gather necessary supplies.
A severe atmospheric river event is expected to arrive Wednesday Jan. 4, and there is a forecast for additional heavy weather for the upcoming weekend.
Given the saturated conditions already in place, there is a strong possibility that the closure of Highway 1 scheduled to go into effect on Wednesday Jan. 4, could be in place for an extended time.
